NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS: Non-Competitive Promotion (NCP) Qualifications: To be eligible for NCP, candidates must be in the Department of State promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Coastal Resources Specialist 3. If 3 or fewer qualified Department of State Coastal Resources Specialist 3 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Coastal Resources Specialist 3 without further examination.Note: Non-competitive refers to not competing in an examination; the appointment will be competitive. The minimum qualifications for NCP appointment are:One year of permanent service as a Coastal Resources Specialist 3.DUTIES: The Coastal Resources Specialist 4 duties in Office of Planning, Development & Community Infrastructure will include but are not limited to the following: Reporting to the Coastal Program Manager, the Coastal Resources Specialist 4 services as Director of the Office of Planning, Development & Community Infrastructure (OPDCI) Planning Division, encompassing the Local Waterfront Revitalization (LWRP) and New York City Watershed programs.•Direct day-to-day operation of the OPDCI Planning Division•Provide direct and second-level supervision of approximately 20 professional staff tasked with planning and implementing grant funded projects focused on local entities advancing economic development and protecting natural resources in waterfront communities.•Define goals, objective, and performance standards.•Approve leave and track time and attendance.•Review, monitor, and evaluate performance.•Complete performance evaluations.•Identify training needs and arrange for provision of training.•Work with OPDCI leadership in setting program mission, vision and implementation strategies and evaluation relating to Planning Division programs.•Set protocols and procedures for division activities and operations to ensure successful outcomes.•Provide guidance and technical support to division staff in areas of high complexity, or sensitivity; consulting with OPDCI leadership, as necessary.•Liaise with peers and stakeholders within federal and state agencies, local governments, and other relevant organizations.•Contribute to OPDCI leadership’s development of program budgets, legislative proposals, and resource allocations.•Lead evaluation of program outcomes specific to Planning Division activities.•Represent OPDCI and Department of State (DOS) on workgroups, task forces or committees focused on Planning Division programs.The Department of State is proud to be an equal opportunity employer.
