Job Summary

The Substance Abuse Counselor works directly with clients and develops, arrange, and coordinate services. The primary purpose is to assist participants in developing social and psychological plans aimed at cultivating new interest, self-confident / esteem and interpersonal relationship skills to promote a healthier lifestyle. Experience working with the Alaska Native / American Indian communities.

ESSENTIAL JOB FUNCTIONS

This position is responsible for the delivery of professional substance abuse treatment and referral services to Native and Indian clients.

  • Provides comprehensive assessments for substance abuse treatment. Delivers individual and group client services and facilitates linkages to treatment and other related services. Develops individualized treatment plans with measurable goals and objectives. Coordinate, prepare, and maintains required charting and documentation in a timely and thorough manner in compliance with department, state, and federal policies and regulations.

Assignments are performed with considerable independence and are reviewed by the Clinical Supervisor through staff, monthly report, and quarterly reviews for effectiveness reflected in ongoing or completed casework.

  • Administrative duties include participation in required clinic staffing, analyzing and writing narrative / statistical reports while adhering to all client confidentiality requirements. Establishes a working relationship with related services agencies. Coordinate and monitor services in compliance with tribal, federal, and state laws and regulations and applicable policies and procedures.

  • Performs other duties as required and assigned.

Knowledge, Skills, and Abilities Requirements

  • Knowledge of state and federal guidelines for clinical programs and “best practice” techniques.

  • Knowledge of social problems experienced by Alaska Natives and American Indians. Knowledge of culturally relevant counseling techniques and ceremonies.

  • Knowledge and ability to carry out federal confidentiality rules for clients seeking substance abuse services.

  • Knowledge and ability to carry out rules of Health Insurance Portability and Accountability Act (HIPPAA), which protects patient rights.

  • Ability to provide substance abuse treatment services in a clinical and community-based setting.

  • Ability to exercise mature judgment in evaluating specific situations and recommending solutions.

  • Ability to listen, observes, and records a variety of information and situations;

  • Ability to effectively resolve conflict and cope with crisis situations;

  • Ability to establish and maintain effective working relations with clients, peers, public and private agencies, Tribal members, and the general public.

Physical Activities Include

Must be able to hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to use hands to finger, handle or operate objects tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell. Each of the listed activities also requires standing, sitting, walking, bending, and stooping, climbing on stools and ladders, and routinely lifting and carrying items and boxes up to ten (10) pounds.

Writing by hand and using a personal computer. Long hours in front of computer screen. Traveling occasionally, to out-of-town meetings and functions.

Licenses

Possess current valid State of Alaska driver's license with a record acceptable to KIC’s Insurance carrier.

Working Conditions

Work is mostly sedentary with some walking, climbing of stairs, carrying of files or other documents and light supplies, bending and stooping to perform filing.

WORKING ENVIRONMENT

The environment involves the usual risks and stress of an office environment within a public service facility. The employee may be exposed to communicable diseases. Safety precautions for employees such as blood drawing for screening of various diseases such as hepatitis, required immunizations, etc. are necessary. The employee is occasionally subject to verbal abuse, threats, and physical violence from angry, hostile, or disgruntled patients and/or family members.

QUALIFICATIONS

Education

A Bachelor degree in the human service field and/or experience working with adults with substance abuse and/or mental illness preferred but not required. Certification at a CDC II preferred, CDC Technician or CDC I required.

Experience

Minimum three (3) years’ experience in a mental health and /or substance abuse clinical setting.
