Town Of Windsor Human Resources Business Partner - PD in Windsor, Colorado

Hiring Range: $74,668 - $82,135 annually

Work Schedule: Generally, Monday-Friday; and after-hours meetings and problem resolution.

NATURE OF WORK As a member of the Human Resources Department, the Human Resources Business Partner (HRBP) PD aligns business objectives with employees and management in the Police Department, and town overall depending on the need. The HRBP serves as a consultant to the Police Department on Human Resource related issues, especially on targeted, innovative officer recruitment solutions, with guidance as needed from the Human Resources Director; performing professional, technical, and administrative human resources work in major functional areas ranging from employee relations, classification and compensation, training, and organizational development. Supports other Human Resources positions during vacancies and/or absences. A successful HRBP will act as an employee champion and change agent. The HRBP assesses and anticipates HR-related needs. Communicating needs proactively with our Human Resources Department, the HRBP seeks to develop integrated solutions. The HRBP maintains an effective level of business literacy about the business unit s financial position, its strategic goals, its culture, and its competition. SUPERVISION RECEIVED Under the general supervision of the Director of Human Resources, the HRBP has personal accountability for carrying out an assigned function, program, or project within the scope of established guidelines and objectives and is expected to resolve problems that arise in the normal course of work. Completed work is generally reviewed by the Director of Human Resources for soundness of judgment, conclusion, adequacy, and conformance to policy.

ESSENTIAL JOB FUNCTIONS The HRBP is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, division, and pursuant to laws, regulations, and practices. Work is governed by general policy requiring judgment and initiative in developing and implementing procedures to address work challenges. Completed work is reviewed only for the attainment of objectives and the effectiveness of results. The Director of Human Resources is involved in problems of major impact. The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to Conducts regular meetings with Police Department Leadership. Consults with line management providing HR guidance when appropriate. Analyzes trends and metrics in partnership with HR to develop solutions, programs, and policies. Provides innovative recruiter-driven police officer talent searches. In collaboration with Police Command, Communications, and HR, utilizes branding, communications, multi-media, and multi-application platform approach to recruitment and retention. Source local universities, schools, and other educational sites for candidates, education, and outreach. Understands and stays abreast of changing compensation practices within the public safety industry. Provides direct support to administrative processes necessary for POST-certified application process, including interview guidance, assessment center setup and participation, and attendance. Assist with hiring processes such as background investigations and onboarding. Manages and resolves routine employee relations issues and escalates more complex issues to the HR Director. Advises managers, supervisors, and employees on employee relations issues and disciplinary/grievance processes to ensure compliance with the rules, policies, and procedures. Works in collaboration with the Director of Human esources to ensure consistency and a uniform HR presence. Maintains knowledge of legal requirements related to the day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance. Stays apprised of and make recommendations to the Police Department while adhering to their policies and procedures, and the local and federal policing laws and regulations. Partners with legal department as needed/required.
